Scarlett decided at age three that she wanted to be a model and an actress; she started modeling and acting in various TV commercials and print ads when she was a child.

In 2003 a friend referred Keegan to "Playboy" so she could try out for the 50th Anniversary Playmate Hunt. After making her debut in a pictorial in the December, 2003 issue of "Playboy," Scarlett was chosen to be the Playmate of the Month in the September, 2004 issue of the famous men's magazine.
